The translation from Korean to English is a bit rough, so bear with it. Here are some of the best parts:

The addition of a new race has long been expected and requested. A new race would not alter StarCraft pro-gaming too quickly because it allows for the possibility of that race being barred from use in competition until the e-Sport warriors become more familiar with the new race.
We do not think, as others have implied, that this will hurt Korean StarCraft e-Sports. Blizzard will not hurt the pro-gaming industry. It is simply not in their best interest. There is a lot of money being moved in Korea behind the StarCraft e-Sports engine, and Blizzard does profit from the use of its brand names. More important though is that it will also allow easy patching of game balance by altering only the new race to fit to the three existing ones without tweaking the entire game too much.
And as for it being called the Kerrigan Race, we suspect it's a way of simply describing the race without revealing its true name.
The tricky part, and maybe harder to believe, will be the addition of two new units for each of the older races.
